Beginning with the 2026-2027 program year, the base student allocation for Florida's Voluntary Prekindergarten Education Program must be at least equal to the previous year's amount, adjusted annually on July 1 by the Consumer Price Index for All Urban Consumers, capped at 5 percent per year

Base student allocations must be equal for all students regardless of whether they are enrolled in a public school or private prekindergarten provider, for both school-year and summer programs

The Division of Early Learning must publish the adjusted base student allocation on its website and notify each early learning coalition of the amount by May 1 for the following program year

The Legislature retains authority to appropriate a higher base student allocation or additional supplements beyond the CPI-adjusted formula through the General Appropriations Act
