Creates Section 250.031, Florida Statutes, authorizing Florida to accept relinquishment of exclusive legislative jurisdiction from the United States over military installations within the state, establishing concurrent jurisdiction between state and federal governments

Concurrent jurisdiction becomes effective upon the Governor's written acceptance of a request filed with the Secretary of State by the principal officer or authorized representative of the military installation under 10 U.S.C. s. 2683

Requests must include the requester's name, position, and legal authority; unambiguous subject matter; metes and bounds property description; and indication of whether future contiguous land expansions are included

Governor must submit the jurisdiction request, acceptance, and property description to the appropriate recording office and provide copies to the requester

State agencies, local governments, and special districts may enter reciprocal agreements with federal agencies to designate duties related to the concurrent jurisdiction; effective date July 1, 2026
