Prohibits the Department of Highway Safety and Motor Vehicles from selling or sharing personal information and email addresses from motor vehicle records with third-party companies (marketing firms, debt collectors, insurance companies, data brokers), foreign countries of concern, or foreign principals

Defines protected motor vehicle records as those pertaining to operator's permits, vehicle titles, vehicle registrations, and identification cards issued by the department

Establishes a noncriminal infraction with fines up to $2,000 for any person or third-party company that uses or releases information from the Driver and Vehicle Information Database for unauthorized purposes

Applies the email address protection retroactively to previously collected addresses under vehicle title, registration, and driver's license statutes

Takes effect July 1, 2026
