Commissioner of Agriculture must identify and report the three state universities and three Florida College System institutions with the highest percentage of Pell Grant-eligible students to the Legislature by December 1, 2026

Office of Program Policy Analysis and Government Accountability (OPPAGA) must conduct a study evaluating food insecurity on campuses of state universities and Florida College System institutions

Study must include recommendations for changes to general law, Board of Governors rules, and State Board of Education rules needed to address campus food insecurity

OPPAGA must consult with the Board of Governors, Florida College System board of trustees, Department of Education, and other relevant stakeholders in conducting the study

OPPAGA must submit findings report to the Legislature by December 1, 2026; act takes effect July 1, 2026
