Prohibits governmental entities from enforcing contract provisions that eliminate or limit a contractor's right to compensation, equitable adjustments, or time extensions for delays caused by the government's acts or omissions on public works projects

Mandates the Florida Building Commission adopt a uniform statewide commercial building permit application by December 31, 2027, including trade-specific forms for electrical, HVAC, plumbing, and water/sewer work that local agencies must accept

Requires permit fees to be limited to actual and reasonable costs incurred by local enforcement agencies, and mandates at least 25% fee reduction when private providers perform plans review or inspections (50% reduction if both services are provided privately)

Prohibits political subdivisions from imposing glazing requirements exceeding 15% of the primary facade surface area for the first 10 feet above ground floor on new commercial or mixed-use construction projects
