Vulnerable adults or persons lacking capacity to consent (as defined in s. 415.102), or their legal representatives, may rescind public adjuster contracts at any time without penalty or obligation

Adds "vulnerable adults" to the list of protected persons that public adjusters may not solicit or take advantage of, subjecting violators to license denial, suspension, revocation, or fines up to $5,000 per act

Maintains existing cancellation rights: 10 days for standard contracts, or 30 days after date of loss (or 10 days after execution, whichever is longer) for contracts related to Governor-declared emergencies
