Expands the definition of "shelter" for dependent children to include certified domestic violence centers as placement options alongside relatives, nonrelatives, and licensed homes or facilities

Adds certified domestic violence centers as the 8th priority option for out-of-home placements when a child cannot safely remain with a parent, after group/congregate care

Allows courts to place a child together with their parent, relative, or other approved adult in a certified domestic violence center when the adult is fleeing domestic violence and the center is notified within 24 hours

Waives preliminary home study requirements for domestic violence center placements, allowing the Department of Children and Families to rely on center certification or a signed affidavit from the center's board of directors instead of conducting in-person studies

Prohibits DCF from compelling a minor to return to a previously approved residence solely because it received a favorable home study, requiring courts to consider the totality of circumstances including risk of harm
