Division of State Lands must publish on its website at least 30 days before any Acquisition and Restoration Council or Board of Trustees meeting information about conservation lands proposed for sale, including which parcels are for sale and why they are no longer needed for conservation purposes

Land exchanges between private landowners and the state involving contiguous conservation lands now require at least one appraisal following board-adopted criteria for each parcel proposed for exchange

For proposed land exchanges, the Division must publish details including the state and private parcels involved, portions to be preserved under permanent conservation easements, how the exchange benefits conservation, and any recommendations from the Division and Council

Water management district governing boards must publish similar information on their websites at least 30 days before meeting to review proposed sales or exchanges of lands acquired for conservation purposes

Effective date is July 1, 2026
