Amends section 319.23, Florida Statutes, to require proof of identity when applying for a certificate of title for a motor vehicle or mobile home not previously titled in Florida

Acceptable identity documents include: certified U.S. birth certificate, valid U.S. passport, naturalization certificate, green card, Consular Report of Birth Abroad, employment authorization card, or driver license from another jurisdiction with similar ID requirements

Nonimmigrants may prove identity through immigration court notices, asylum or refugee application filings, adjustment of status approvals, or unexpired foreign passport with U.S. visa and I-94

Applications may include fingerprints and other biometric identifiers
