Counties and municipalities are prohibited from adopting laws, regulations, rules, policies, or ordinances that ban adjacent upland activities outside a wetland buffer with a minimum width of 15 feet and an average width of 25 feet from the wetland.

The prohibition does not apply to interagency or interlocal agreements between the Florida Department of Environmental Protection and any agency, water management district, or local government conducting programs related to state water resources.

Local governments retain authority to regulate and operate their own water, wastewater, and stormwater systems.

Section 373.591, Florida Statutes, relating to management review teams, is repealed.
