Creates a Chief Manufacturing Officer position within the Department of Commerce, appointed by the Secretary of Commerce, to serve as the state's subject-matter expert on manufacturing and coordinate statewide manufacturing efforts

Establishes the Florida Manufacturers' Workforce Development Grant Program to fund projects supporting small manufacturers with technology deployment, cybersecurity infrastructure, and workforce pipeline development from elementary education through postsecondary training

Creates the Florida Manufacturing Promotional Campaign as a voluntary marketing program to promote Florida-manufactured products and businesses, with participating manufacturers required to register annually with the department

Requires the Chief Manufacturing Officer to collaborate with the Department of Education, school districts, technical colleges, and workforce boards to promote manufacturing careers through curriculum development, dual enrollment, industry certifications, and career awareness programs

Mandates a biennial report to the Governor and Legislature by December 15, 2027, on the state's manufacturing efforts, with the act taking effect July 1, 2026
