Creates the Neurofibromatosis Disease Grant Program within the Florida Department of Health to fund research for new diagnostics, treatments, and cures for neurofibromatosis through a competitive, peer-reviewed process

Allows any Florida university or established research institute to apply for grants, with preference given to collaborative proposals among institutions, researchers, and community practitioners

Requires the Department of Health to appoint independent peer review panels to evaluate scientific merit and establish priority scores, with final funding recommendations made in consultation with the Rare Disease Advisory Council

Prohibits council and panel members from participating in discussions or decisions regarding proposals from entities where they serve as governing body members, employees, or contractors

Permits unspent appropriated funds that are obligated by contract or committed by June 30 to be carried forward for up to 5 years; effective date July 1, 2026
