Designated as "Ellie's Law," creates new protections for children whose parent or legal custodian has been arrested for murder, attempted murder, or manslaughter against the child's other parent or legal custodian

Establishes a rebuttable presumption of detriment to a child when a parent is arrested for killing or attempting to kill the child's other parent, adding parricide cases to existing sexual abuse protections under s. 39.0139

Requires guardians ad litem, attorneys ad litem, and visitation supervisors to have special training in both child sexual abuse and parricide dynamics

Authorizes law enforcement and DCF to take a child into custody when a parent is arrested for homicide-related offenses against the other parent, and requires a hearing before shelter placement in such cases

Mandates court referral of affected children to trauma-informed therapeutic services through either a licensed private provider or state-funded child victim advocacy program
