Creates the Construction Impact Relief Revolving Loan Program within the Department of Commerce to provide low-interest loans up to $100,000 to small businesses with 50 or fewer employees whose access is blocked by state or local government construction projects

Requires applicants to document demonstrable losses through revenue comparisons and photo/video evidence of obstructions to parking, entryways, or signage visibility caused by construction zones

Mandates applicants accept consultation from the Florida Small Business Development Center Network and prohibits participation if enrolled in any other loan program

Requires the Department of Commerce to develop public awareness and marketing campaigns in partnership with local chambers of commerce, including digital advertising and signage

Department must submit annual report to the Governor and Legislature by November 1 each year summarizing program performance, businesses served, and funds disbursed; effective date July 1, 2026
