Imposes daily transaction limits of $2,000 for new customers (those using the kiosk for fewer than 7 days) and $10,000 for existing customers, whether through single or multiple transactions across one or more kiosks

Requires kiosks to display a fraud warning before transactions alerting customers that if directed to the machine by someone claiming to be a government agent, bill collector, or law enforcement officer, they should stop the transaction and contact local law enforcement

Mandates that kiosk businesses provide physical or electronic receipts containing transaction details including date, time, amount, transaction hash, wallet addresses, fees, exchange rate, and refund policy

Requires full refunds within 72 hours for a customer's first virtual currency transaction if the customer reports fraud to both the kiosk business and law enforcement within 60 days and provides proof such as a police report or notarized affidavit
