Body camera recordings made by code inspectors are confidential and exempt from public records requirements when taken inside private residences, healthcare/mental health/social services facilities, or places where a reasonable person would expect privacy

Local governments must disclose recordings to persons depicted in them (limited to relevant portions), their personal representatives, residents of recorded locations, or pursuant to court order

Local governments may share recordings with other governmental agencies for official duties and must retain all body camera recordings for at least 90 days

Courts considering disclosure orders must weigh factors including compelling interest, sensitive personal information, potential harm to reputation or safety, and whether redaction could protect privacy

Exemption applies retroactively, is subject to Open Government Sunset Review Act, and automatically repeals on October 2, 2031 unless reenacted by the Legislature
