Repeals the Mark Wandall Traffic Safety Program (s. 316.0083) and related authorization for the Florida Department of Transportation to use traffic infraction detectors, effective July 1, 2026

Transfers authority for red light camera enforcement exclusively to counties and municipalities, allowing them to issue fines for violations of s. 316.074(1) or s. 316.075(1)(c)1. detected through traffic infraction detectors

Requires all fines issued via traffic infraction detectors to include a photograph or recorded image showing both the license plate and the traffic control device being violated

Removes provisions allowing the Department of Transportation to designate employees as traffic infraction enforcement officers for red light camera programs

Amends penalty distribution structure by eliminating references to the repealed state program while maintaining the $158 fine amount for red light violations enforced by law enforcement officers
