Establishes the Florida Museum of Black History Board of Directors to oversee the commission, construction, operation, and administration of the museum in St. Johns County

Board consists of 13 members: 3 appointed by the Governor (including the chair), 3 by the Senate President, 3 by the House Speaker, plus 2 ex officio Senators and 2 ex officio Representatives

All appointments must be made by July 31, 2026; non-legislative appointees are prohibited from holding state or local elective office while serving on the board

Board must work jointly with the Foundation for the Museum of Black History, Inc., a nonprofit organization supporting museum creation

St. Johns County Board of County Commissioners must provide administrative support and staffing until project planning, design, and engineering are completed; effective date July 1, 2026
