Creates s. 553.8951, F.S., defining "temporary door locking device" as an emergency-use device that prevents doors from opening, can be engaged/removed without opening the door, requires no key from the egress side but requires a key or credential from the ingress side, and can be removed with a single operation.

Authorizes temporary door locking devices to be installed at any height above the finished floor, notwithstanding other provisions in the Florida Building Code.

Requires the Florida Building Commission to incorporate standards for temporary door locking devices into the Florida Building Code, allowing their use on fire exits during emergencies with local enforcement agency approval.

Mandates integration of temporary door locking device use into building safety plans, safety drills, and training programs to ensure employees and staff receive inservice training on the devices.

Takes effect July 1, 2026.
