Creates Section 553.8951, Florida Statutes, authorizing temporary door locking devices that can be engaged during emergencies such as shelter-in-place orders, lockdowns, or safety drills

Defines temporary door locking devices as those that can be engaged/removed without opening the door, operated from the egress side without a key, removed with a single operation, and must comply with National Fire Protection Association fire rating standards

Allows installation at any height above the finished floor, overriding existing Florida Building Code height restrictions

Requires Florida Building Commission to incorporate standards for these devices into the Florida Building Code, with local enforcement agency approval needed for use on fire exits

Mandates integration of device use into building safety plans, safety drills, and employee/staff training programs; effective July 1, 2026
