Requires persons convicted of highway racing, street takeovers, stunt driving, dangerous excessive speeding, or those receiving more than two speeding tickets in 12 months to install GPS-based intelligent speed assistance devices that actively limit vehicle speed to posted limits for at least 12 months

Offenders must pay all device costs (lease, installation, maintenance, removal), though an affordability program provides discounts for those enrolled in TANF, SSI, SNAP, or low-income energy assistance programs, or with household income at or below 150% of federal poverty level

Devices must include a manual override function allowing drivers to exceed speed limits by up to 10 mph for up to 1 minute for emergency situations, limited to two uses per month

Tampering with devices constitutes a third-degree misdemeanor; operating without a required device results in immediate license suspension/revocation and 6-month extension of the device requirement period

Department of Highway Safety and Motor Vehicles must certify all devices, manufacturers, installers, and providers; annual compliance reports to Legislature required beginning January 1, 2027; effective date July 1, 2026
