Prohibits stem cells derived from aborted fetuses or embryos; permits only adult stem cells, umbilical cord blood, and other ethically obtained human cells and tissues

Requires stem cells be obtained from FDA-registered facilities or facilities certified by organizations such as the National Marrow Donor Program, American Association of Tissue Banks, or similar accrediting bodies

Mandates signed patient consent forms disclosing that therapy is not FDA-approved, along with required advertising notices stating the same

Creates third-degree felony penalties for using fetal/embryonic cells from abortions or selling computer products created using human cellular products; effective date July 1, 2026
