Expands the definition of "forensic client" to include defendants committed to involuntary residential services in secure facilities operated by the Agency for Persons with Disabilities under s. 916.303(3)

Requires dismissal without prejudice of charges against defendants found incompetent to proceed due to intellectual disability or autism if they remain incompetent within 2 years, unless the court specifies reasons to believe competency will be restored

Authorizes involuntary admission to residential services for defendants whose charges are dismissed if they lack capacity to consent, lack basic self-care skills, or pose a risk of physical harm to themselves or others

Permits continued placement in a secure facility for defendants who present substantial likelihood of injuring others or escaping, with mandatory annual court review of placement and adequacy of care

Limits secure facility placement to not exceed the maximum sentence for the original charged crime, with effective date of July 1, 2026
