Preempts regulation of auxiliary containers (bags, cups, bottles, packaging) to the state, with exceptions for glass container restrictions on public property, rules enacted before January 1, 2026, and single-use plastic restrictions on public property

Requires the Department of Environmental Protection to develop a uniform ordinance by October 1, 2027, for regulating single-use, nonrecyclable auxiliary containers, with at least three public workshops across different regions beginning by October 1, 2026

Prohibits the use, sale, or distribution of polystyrene foam containers on lands managed by the Division of Recreation and Parks, and requires elimination of single-use plastic containers on those lands to the greatest extent possible

Mandates DEP to develop and publish a statewide Marine Debris Reduction Plan by December 31, 2026, including data protocols, infrastructure gap analysis, plastic reduction strategies, and a competitive grant program for local governments and nonprofits
