Prohibits transporting 5+ persons for illegal gambling purposes (misdemeanor) with enhanced penalties for transporting minors, elderly persons, or 12+ people (third-degree felony)

Preempts gambling regulation to the state, prohibiting local governments from enacting ordinances relating to gaming, gambling, or lotteries; effective date October 1, 2026
