Department of Highway Safety and Motor Vehicles must establish a secure online portal accessible to the department, tax collectors, and law enforcement for tracking license plate seizures, confiscations, and returns

Disabled veterans may retain their unique alphanumeric license plate designation when renewing, reissuing, or transferring their plate to another vehicle they own

Applications for disabled parking permits and disability license plates may now be submitted to the tax collector, who can issue plates immediately on demand; applicants may choose to have plates stamped with the wheelchair symbol or "DV" designation

Manufacturing, selling, or affixing any cover, film, or overlay that obscures or alters a license plate's legibility, color, or design is prohibited

Online renewals or replacements of driver licenses and ID cards must be fulfilled by the tax collector in the applicant's county, with options for mail delivery or in-person pickup; the department must remit a service fee to the tax collector for each transaction
