Preempts regulation of auxiliary containers (reusable or single-use bags, cups, bottles, cans, and packaging made of cloth, paper, plastic, cardboard, aluminum, glass, or similar materials) exclusively to the state, prohibiting local governments from enacting bans, restrictions, or taxes on such containers unless authorized by state law

Permits local and state governments to adopt rules restricting the use of glass auxiliary containers specifically on public beaches and within state parks

Authorizes the Division of Recreation and Parks to regulate auxiliary containers within state parks under existing authority in s. 258.004

Removes obsolete provisions requiring the Department of Environmental Protection to review and update a 2010 report on retail bags with recommendations due by December 31, 2021

Takes effect July 1, 2026
