Requires Department of Health and county health department employees who inspect public pools to obtain Florida Public Pool Specialist Certification within 60 days of hire, maintain it throughout employment, and renew every 5 years, with employer covering costs

Mandates yearly inspections for pools serving 32 or fewer condominium/cooperative units or homeowners' association parcels to verify compliance with Virginia Graeme Baker Pool and Spa Safety Act, flow rates, and filtration system specifications

Eliminates requirement for engineering plans when replacing pool equipment, as long as replacement meets original flow, filtration, and sanitation specifications; licensed contractors must certify compliance

Requires local governments and enforcement districts to determine compliance with Florida Building Code construction standards and shifts permit approval standard to require denial only upon "clear and convincing evidence" of non-compliance
