Creates section 70.90, Florida Statutes, exempting attorney-client meetings between agencies and their attorneys from public meetings requirements during the 90-day notice period for Bert J. Harris, Jr., Private Property Rights Protection Act claims

Limits exempt meeting discussions to settlement negotiations or strategy sessions related to private property rights claims under s. 70.001(4)

Requires all exempt sessions to be recorded by a certified court reporter with full transcription, including start/end times, all discussion, and names of attendees and speakers

Transcripts become public records upon settlement of the claim or upon expiration of the statute of limitations if no litigation is filed

Exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2031, unless reenacted by the Legislature; effective date is July 1, 2026
