Creates a "Community Association Court Program" allowing circuit courts to establish specialized courts to resolve disputes involving condominiums, cooperatives, and homeowners' associations, with jurisdiction over statutory compliance, dissolution proceedings, and enforcement actions

Allows homeowners' associations to be voluntarily terminated through a plan of termination requiring signatures from 50% of voting members to initiate and approval by two-thirds of total voting interests, with provisions for asset distribution and debt payment

Removes presuit mediation requirements for HOA disputes and requires arbitration proceedings to be conducted by department arbitrators or private arbitrators certified by the department

Prohibits HOAs and condominiums from requiring specific roofing materials as long as the replacement roof is substantially identical in shape and color and meets Florida Building Code ASCE 7-22 standards

Requires associations to provide records to law enforcement or prosecuting agencies within 5 business days of receiving a subpoena or written request, with second-degree misdemeanor penalties for willful failure to comply
