Counties, municipalities, and special districts are prohibited from applying for permits to establish or maintain public mooring fields outside their territorial boundaries

Counties are specifically barred from applying for mooring field permits within incorporated municipal areas

Existing mooring fields are exempt from these restrictions if they have been approved by all jurisdictional local governments or have received a final, nonappealable permit from the department

The bill takes effect immediately upon becoming law
