All public schools (including charter schools) and private schools must have at least one ballistic shield meeting NIJ Level IIIA standards and one breaching tool (such as a Halligan bar or sledge hammer) on each campus for active assailant incidents

The Department of Education, in consultation with the Department of Law Enforcement, must establish minimum specifications for the required safety equipment

At least one school employee or safe-school officer per school must receive annual training on equipment deployment and safe use, conducted in coordination with local law enforcement

Schools must annually report to the Office of Safe Schools confirming equipment is present, functional, and accessible; the office may conduct random compliance audits

Schools may use School Hardening Grant Program funds or other state/private funds to purchase the required equipment; effective date is July 1, 2026
