Requires all enriched grain products sold in Florida for human consumption—including wheat flour, corn flour, breads, cereals, corn masa, and white rice products—to contain folic acid, effective January 1, 2027

Sets minimum fortification levels at 0.7 milligrams of folic acid per pound of corn masa flour and 0.4 milligrams per pound of corn masa products or white rice products

Exempts cottage food operations and certified organic products from the fortification requirements

Appropriates $250,000 in nonrecurring funds for fiscal year 2026-2027 to the Department of Agriculture and Consumer Services for inspections and public education efforts

Requires the Department of Health to submit annual reports to the Legislature starting January 1, 2028, on implementation and any observed reductions in neural tube defects
