Requires the Office of Program Policy Analysis and Government Accountability, Auditor General, and Government Efficiency Task Force to prepare a joint report identifying fraud, waste, abuse, malfeasance, mismanagement, and misconduct in state government spending

Mandates investigation of specific programs including Executive Order 23-03 immigration spending ("Alligator Alcatraz," deportation flights), Hope Florida initiatives, the Canadian Prescription Drug Importation Program, ivermectin cancer treatment spending, New College of Florida per-student costs, and spending related to 2024 ballot amendments 3 and 4

Creates the Working Floridians Tax Rebate Program within the Department of Commerce, providing rebates equal to 20% of the federal Earned Income Tax Credit to eligible Florida residents who apply by June 30 each year

Funds the rebate program exclusively with moneys recovered from identified waste or at-risk funds, with the Attorney General required to pursue legal remedies to recover misspent funds

Requires the Department of Commerce to submit a feasibility report by December 31, 2027, on implementing an automatic rebate system using IRS data, with the act taking effect July 1, 2026
