Amends Florida Statute 95.11 to revise when the 4-year statute of limitations begins for lawsuits related to design, planning, or construction of real property improvements, starting from the earliest of: completion of the improvement, abandonment of construction, termination of contract, or completion of contract

Establishes a 7-year statute of repose as the absolute deadline to file such actions, measured from the same triggering events

Defines "completion of the improvement" as either: issuance of temporary/permanent certificate of occupancy, completion of required building inspections or certificate of completion, or final acceptance for transportation projects under chapters 334-349

Defines "completion of the contract" as the later of final performance of all contracted services or when final payment becomes due

Specifies that for projects involving multiple buildings, each building is treated as a separate improvement for calculating the limitations period; for model homes, the time begins when a deed is first recorded transferring title
