Eliminates the exemption that previously allowed gift certificates from loyalty or promotional programs to have expiration dates when the recipient paid no separate charge for the certificate

Retains existing exceptions permitting expiration dates for charitable contribution gift certificates (minimum 3 years) and employee-incentive program gift certificates (minimum 1 year) with prominent written disclosure

Maintains the prohibition on postsale charges and fees on gift certificates, including service charges, dormancy fees, account maintenance fees, and cash-out fees

Expands the definition of "gift certificate" to explicitly include reward cards and consumer loyalty cards purchased for monetary consideration

Takes effect July 1, 2026
