Creates a "Ya Ya Alert" system requiring local law enforcement to notify all public schools, private schools, and child care facilities within a 3-mile radius when an imminent threat exists, such as when a suspect who has killed or seriously injured someone has fled the scene

Establishes an "Imminent Threat Alert" system for broader public notification through the emergency alert system and highway dynamic message signs, activated by the Department of Law Enforcement at the request of local law enforcement

Requires local law enforcement agencies to create and maintain lists of all schools and child care facilities within their jurisdictions; private schools and facilities may opt out of receiving alerts

Provides civil liability immunity to law enforcement agencies, media outlets, and communications providers who transmit alert information in good faith, with a presumption of good faith that is not overcome by technical or clerical errors

Takes effect October 1, 2026
