Allows home education, charter school, private school, Florida Virtual School, and alternative school students to participate in interscholastic or intrascholastic extracurricular activities at public schools in their district if their enrolled school does not offer the activity.

Permits public schools to charge non-enrolled students an activity fee of up to $400 per activity, though home education students and public school students participating at schools where they are not enrolled may only be charged the same fee as enrolled students.

Prohibits students from participating in the same sport at two different schools within the same school year, with exceptions for military dependents, foster care relocations, court-ordered custody changes, or approval by the governing organization's executive director.

Requires governing organizations to provide eligibility determinations within 14 days and establishes an appeals timeline not exceeding 20 days after receipt of the appeal.

Authorizes district school boards to adopt policies allowing booster clubs or associations to provide funds to athletic coaches, activity directors, or sponsors, though such funds cannot be used for severance pay or compensation; takes effect July 1, 2026.
