Grants the Department of Environmental Protection exclusive authority to execute coastal resiliency projects through public-private partnerships under Florida's existing public-private partnership statute (s. 255.065)

Defines "coastal resiliency projects" to include flood and sea level rise mitigation, seawall and stormwater drainage upgrades, acquisition of at-risk properties, infrastructure hardening, construction of seawalls and levees, and restoration of natural protective systems

Authorizes DEP to encourage private investment through long-term revenue-sharing agreements, expedited construction permitting, public comment incorporation, and engagement with vocational schools and apprenticeship programs for workforce training

Requires DEP to publish biennial progress reports on its website for each public-private partnership coastal resiliency project, including milestones, expenditures, and public benefits, along with an online dashboard for real-time project updates

Adds coastal resiliency projects as a new category of "qualifying project" under Florida's public-private partnership law (s. 255.065)
