Exempts contractors from payment and performance bond requirements for construction on property in areas of critical state concern subject to 99-year or longer ground leases with Habitat for Humanity International or its affiliates, at the discretion of the public entity owning the property.

Extends the $5 million annual Florida Forever appropriation for land acquisition in the Florida Keys Area of Critical State Concern from fiscal year 2026-2027 to fiscal year 2035-2036.

Prohibits oil, gas, and petroleum drilling, exploration, or production within 30 miles of a national estuarine research reserve in counties that contain both a rural area of opportunity and an area of critical state concern.

Maintains existing prohibition on petroleum activities within 10 miles of national estuarine research reserves in rural areas of opportunity.

Effective date: July 1, 2026.
