Changes terminology from "family day care" to "family child care" throughout Florida statutes governing child care licensing and regulation

Creates the Florida Child Care Fund to support early learning and child care needs, administered by a Department of Education direct-support organization, with funds deposited into the Early Learning Fund and used to serve children from early learning coalition waiting lists

Prohibits residential property insurance policies from covering liability claims arising from large family child care home operations unless specifically included in the policy or through a business coverage endorsement, while prohibiting insurers from denying or canceling policies solely because the residence operates as a family child care home

Requires the Department of Education to establish a review and approval process for prekindergarten curricula used by providers that fail to meet minimum performance standards, including both purchasable and proprietary curricula

Establishes the Center for Early Childhood Professional Recognition under the TEACH Scholarship Program administrator to align early childhood professional training statewide and implement competency-based assessments
