Requires individual health insurance policies, group health insurance policies, and health maintenance contracts to cover habilitative and rehabilitative services and devices for stuttering treatment, including speech therapy, regardless of whether stuttering is classified as developmental

Prohibits insurers from imposing limits on the number of speech-language pathologist visits, annual benefit maximums, or restrictions based on the type of condition causing the stuttering

Eliminates prior authorization requirements and medical necessity determinations for stuttering treatment services and devices

Mandates coverage for speech therapy delivered via telehealth at parity with in-person services, using any HIPAA-compliant communication technology or platform

Authorizes the Agency for Health Care Administration to pay for stuttering treatment services and devices as an optional Medicaid service, subject to appropriations and federal approval, effective July 1, 2026
