Authorizes the Department of Law Enforcement to adopt rules for administering the Florida Medal of Valor and Florida Blue/Red Heart Medal programs, effective upon becoming law.

Transfers authority to appoint district medical examiners from the Governor to the Medical Examiners Commission, which must fill vacancies by majority vote; physician commission members become eligible to serve as district medical examiners upon commission approval.

Creates a new immigration detainer records system requiring the Criminal Justice Information Program to collect and maintain immigration detainer information, with law enforcement agencies required to submit fingerprints of qualifying offenders subject to immigration detainers.

Expands administrative expunction procedures to include immigration detainer records made contrary to law or by mistake, with applications requiring detention date, offender name, tracking number, and detainer information on agency letterhead.

Shifts responsibility for establishing online officer training programs on diabetic emergencies, medical marijuana, autism spectrum disorder, and Alzheimer's disease from the Department of Law Enforcement to the Criminal Justice Standards and Training Commission, effective July 1, 2026.
