Counties and municipalities may adopt and enforce local laws, codes, and ordinances to ensure compliance with Florida's mobile home park regulations (Chapter 723), with code enforcement officers authorized to cite violations to park owners or mobile home owners

Mobile home park owners must maintain current records on each mobile home owner and provide them to local government upon request, require mobile home owners to maintain valid registrations with validation stickers, and require removal of unpermitted exterior modifications or structures

Mobile home owners must comply with building, housing, fire, and health codes, keep their lots clean and sanitary, obtain written approval before making exterior modifications, and ensure guests comply with park rules

Local governments are prohibited from bringing liens, fines, or civil proceedings against a party for violations that are the responsibility of the other party (park owner vs. mobile home owner)

Local governments may bring enforcement actions against mobile home park owners when they have provided written notice of a code violation, the correction deadline has expired, and the park owner has failed to take reasonable steps to comply
