Requires Department of Environmental Protection (DEP) rules establishing statewide PFAS cleanup target levels for drinking water, groundwater, and soil to be ratified by the Legislature before taking effect, with any future updates also requiring legislative ratification

Mandates DEP adopt interim screening values to guide site assessment and remediation until the US EPA establishes final standards for additional PFAS compounds beyond PFOA and PFOS

Creates liability protection program for bona fide prospective purchasers of PFAS-contaminated properties who complete all appropriate inquiries including PFAS analysis and execute a PFAS Site Participation Agreement (PSPA) with DEP; applications are deemed approved if not denied within 120 days

Prohibits fire service providers from discharging or using Class B firefighting foam containing intentionally added PFAS chemicals beginning January 1, 2027, except for fire prevention services or emergency firefighting operations

Directs DEP and Department of Revenue to ensure eligibility for remediation tax credits, brownfield grants, and other financial assistance programs for qualifying contaminated sites
