Thoroughbred permitholders may elect not to conduct live racing while retaining their permits, slot machine license eligibility, and cardroom license eligibility

Permits of thoroughbred permitholders who fail to pay taxes on handle for live races during 2 consecutive fiscal years become void and cannot be reissued (previously permits would escheat to the state for potential reissuance)

Removes requirements for binding written agreements between thoroughbred permitholders and horsemen's/breeders' associations as conditions for slot machine license issuance or renewal

Eliminates the requirement that thoroughbred and harness horse permitholders with cardrooms must use 50% of cardroom net proceeds to supplement purses (47%) and breeders' awards (3%)
