Establishes the University of Florida Diabetes Institute within the UF College of Medicine to conduct research, screening, prevention, treatment, and education for type 1, type 2, gestational diabetes, and related metabolic conditions

Requires the institute to conduct research on causes and cures, develop prevention and treatment strategies, provide multidisciplinary clinical care, train healthcare professionals, and engage in community outreach programs

Authorizes the institute to administer statewide pilot programs for diabetes screening and prevention, maintain a secure repository for deidentified data, and share data with research collaborators

Permits the institute to convene a statewide diabetes research and care consortium of clinical experts, healthcare providers, and patient representatives that may solicit public, nonprofit, and private funding

Requires annual reports to the Governor and Legislature beginning October 15, 2027, covering research findings, clinical services, patient outcomes, and recommendations; effective July 1, 2026
