Maintenance and repair deduction fees from contractor-operated correctional facilities must be deposited into the Contractor-Operated Institutions Inmate Welfare Trust Fund

Trust fund moneys may be used exclusively for programs to aid inmates' reintegration into society at contractor-operated facilities

Trust fund moneys may also fund environmental health upgrades to facilities, including fixed capital outlay for repairs and maintenance to improve environmental conditions

Net proceeds from inmate canteens, vending machines, and telephone commissions at contractor-operated facilities continue to be deposited into the trust fund
