Establishes two new Florida Children's Initiatives: the Bay County 32401 Children's Initiative in Bay County and the Pompano RYZE (Resilient Youth with Zeal to Excel) Children's Initiative in Broward County

Both initiatives must be managed by not-for-profit corporations registered under chapter 617 and are subject to state public records laws, public meeting requirements, and procurement rules

Initiatives are designed to serve neighborhoods large enough to include schools, places of worship, recreational facilities, and commercial areas, but small enough to reach every willing participant

Programs must provide quality education, accessible health care, youth development programs, employment opportunities, and safe affordable housing for children and families in disadvantaged areas

Effective date is July 1, 2026
