Creates Section 943.0316, F.S., requiring the Florida Department of Law Enforcement to establish a Statewide Counterintelligence and Counterterrorism Unit to detect, identify, neutralize, and exploit adversary intelligence entities, terrorists, and insider threats

Requires a 10-person initial leadership team by July 1, 2027, with full staffing of at least seven teams (one per regional domestic security task force) by December 30, 2033

Each team must include a team leader (assistant special agent in charge), a facility security officer with four intelligence analysts, and a deputy team leader with six counterintelligence agents including federal, state, and local liaison officers

Team members must have formal training or experience with U.S. government agencies, military service, or law enforcement in intelligence/counterintelligence roles, or at least 3 years of active work in these fields
